Job Description: Position Summary

Oversees technical and administrative project management activities during the implementation of large scale Authority facilities and right-of-way constructions contracts.

Primary Duties and Responsibilities

Coordinates the oversight of outside construction management firms and the Program Manger for contract adherence.

Analyzes and monitors the construction program through the CTA ProjectNet website.

Produces original and reviews and analyzes contractor produced baseline and updated progress Critical Path Method construction schedules to ensure that construction contracts will be completed according to contract requirements.

Performs time impact analysis reports for contractor requested contract time changes. Reviews and approves CPM cost loaded schedules. Makes presentations to management concerning contract status.

Produces original cost estimates for contractor cost verification. Instructs Authority employed construction management firms as to Authority guidelines for construction cost estimating. Meets with contractors and construction management firms to negotiate contract costs.

Meets with contractors, design consultants, and construction management firms to determine allowable changes to construction contracts. Produces contract change documentation for in-house construction projects. Administers all contract related construction documentation, including contract software management. Coordinates all aspects of construction contract closeout procedures.

Instructs Authority employed construction management firms as to Authority contract change procedures. Reviews and approves management firm?s contract change documentation, including bulletins, field memos, proceed orders, change order requests, claims, and change orders.

Responsible for maintaining and presenting overall contract and program spent, committed, obligated, and potential construction budgets along with contract and program current and projected time completions through database management.

Reviews and approves, for further processing, contractor and consultant invoices. Administers and oversees contract and program budgets.






Education and Experience Requirements

Bachelor's Degree in Architecture, Civil or Structural Engineering, or Business or a combination of education and approximately 5 years experience relating to this position.
